The input is a file of parameters for a neighborhood. The default file name is "nbhd.param". If you have several neighborhoods, we suggest the name "nbhd0.param, nbhd1.param, etc".
This program generates three output files (street.param, block.param, nbhd.details).
The street.param file is a list of blocks and their parameters. The block.param is a list of street segments and street intersections and their parameters.
We shall consider special neighborhoods which might be entire park (E.g. Central Park).
