[SMT-LIB] SMT-EVAL 2013

SMTers:

In 2013 there was no SMT-COMP competition. Instead an evaluation was 
conducted (SMT-EVAL 2013).

The report of that evaluation is available at 
http://smtcomp.sourceforge.net/2013/SMTEVAL-2013.pdf
and is being entered into the UU/IT technical report library at Uppsala 
University (link to come).

The authors are Aaron Stump, Tjark Weber, David Cok.
We will be submitting this technical report for publication (which I 
presume will engender some revisions).
