[SMT-LIB] new SMT-LIB coordinator

Dear all,

After several years of invaluable service, Aaron Stump is stepping down from his role of SMT-LIB coordinator.

We are pleased to announce that Pascal Fontaine has agreed to take his place.

Clark Barrett and myself (the other SMT-LIB coordinators) welcome Pascal to his new role and thank Aaron for all the great contributions he has provided to the initiative over the years in various capacities, and is still providing with SMT-EVAL and StarExec.
