The explanation of 23 that you posted is quite satisfying.  On the other 
hand, what is wrong with replacing "the successor of" with "one plus"?  
That would cut the upper bound to 20.  So I think it is possible that 
Quine picked 23 as a more or less "random" upper bound, without thinking 
too hard about it.
