[SMT-COMP] SMT-COMP final solver submission deadline extension

The SMT-COMP final solver submission deadline will be extended to

  *May 25*

This extension will be reflected in the rules where necessary (e.g.,
the NYSE index used for the random seed will be from a later time, and
the description deadline will also move to May 25).

We encourage the competitors to fix any possible problems detected in
the solvers as soon as possible so that any remaining issues can be
addressed before the final deadline.
