[SMT-COMP] SMT-COMP 2018: Revised Scrambler

Dear SMT-COMP participants,

The benchmark scrambler has been revised to address an issue with the
scrambling of :pattern annotations. Many thanks to Hans-Jörg Schurr,
who reported the issue!

The revised scrambler is available from
http://smtcomp.sourceforge.net/2018/tools.shtml
and has also been uploaded to StarExec.
