QUESTION: Among the sentences of PA(0,S,+,dot) that are independent of
PA, is the one with least Goedel number true?
For specificity, use the following linear ordering of sentences of
PA(0,S,+,dot). Use variables vx, where x is a nonempty sequence of 0's
and 1's. Use formation rules S(t), (s+t), (s dot t), (not A), (A and
B), (A or B), (A implies B), (A iff B), (forall v)(A), (therexists v)
(A), where v is a variable. Order sentences first by length and second
lexicographically, with the following ordering of the alphabet: 0,1,S,
+,dot,v,not,and,or,implies,iff,forall,therexists,(,).

We now need to make a distinction between two forms of Con(T). There
is the usual Con(T). But there is also BCon(T), where "B" stands for
"bounded". Here one only considers proofs in a Hilbert system where
every formula is a propositional combination of formulas, where the
number of quantifiers appearing in each formula is at most the total
number of quantifiers appearing in the axioms of T. It is well known
that BCon(T) and Con(T) are provably equivalent over SEFA(0,S,+,dot),
but not, generally, provably equivalent over EFA(0,S,+,dot). If we
work over EFA(0,S,+,dot), then there is a lot of robustness to BCon(T)
- i.e., all kinds of variants of BCon(T) are provably equivalent over
EFA(0,S,+,dot).
Let Q be Robinson arithmetic formalized in L(0,S,+,dot).
THEOREM 7.1. Let T be a finitely axiomatized many sorted system in
which Q is interpretable. Let A be a PI sentence in L(0,S,+,dot). The
following are equivalent.
i. Q + A is mutually interpretable with T.
ii. EFA(0,S,+,dot) proves A iff BCon(T).
Let T' be the predicative extension of T obtained by adding a sort for
subsets of the disjoint union of the domains of T, with the
comprehension axioms for L(T), with set parameters. For our purposes,
we can alternatively add the truth predicate for L(T) over T.
THEOREM 7.2. Let T be a finitely axiomatized many sorted system in
which Q is interpretable. Let A be a PI sentence in L(0,S,+,dot). The
following are equivalent.
i. Q + A is mutually interpretable with T'.
ii. EFA(0,S,+,dot) proves A iff Con(T).
